PANASONIC - THPX60 Relay Clicks but TV shuts down and 10 blinks of standby LED

PANASONIC TH-PX60: Fault: When AC cord is plugged in, the relay clicks and the TV shuts down and LED blinks 10 times. No Vin supply to IC520 [Power Control IC]. Check for opened R712 and Shorted C527.
