The output for driving LEDs behaves like a current source 300mA approx.  It means that the current is being constant and is the output voltage which varies. This can even down to 118V.  When there is insufficient load on the output, LED source hiccups. (From 800 ohm approx.)  Hiccups manifests: DRV output. is led + active and up to 322V (fully unloaded).  At that time all the source is turned off with a voltage high (3V approx.) per pin 9, which immediately returns to 0.1V. However the source Drv. led + takes about seconds to restart. The sample OVP reaches composed leg 12.  But if you register short, it is completely inhibited, both Drv. LED +, as Drv. LED- (0V on both outputs) and as the short disappears, the source restarts.  When you register short, pin 6 up to 11.2V. 14 down to 2V.  The maximum current is around 0.33A, when Drv output. LED + is so minimal, surpassed only by 3V to the input source
